Cloudflare’s upside is less about “CDN share” and more about becoming the default enforcement and execution layer for an AI-saturated internet: security policy, agent verification, API protection, and distributed compute where latency and data boundaries matter. The 2025 outages raise near-term friction, but also force the company to harden change-management and blast-radius controls—prerequisites for consolidating more mission-critical workloads. If Cloudflare keeps winning large customers, expands usage-based developer/AI revenue, and productizes new trust rails (agent identity, provenance, and content/AI access controls), it can grow meaningfully while the
valuation multiple compresses toward high-quality security/platform peers rather than staying at today’s extreme premium.
